陕州区国家级公益林现状及高效管护建议

The Current Structure,Management and Protection Situation of National Non-commercial Forests in Shanzhou District

分析了三门峡市陕州区国家级公益林地类、林种、生态区位、权属等结构,公益林管理的组织结构与人员、国家补偿、建设项目等情况,以及管理工作中存在的林农保护森林资源意识不强、护林积极性不高,乡镇林业站专业技术人员和护林员不足、技能较差,森林生态效益补偿资金未能达到林农心里预期,护林员培训效果不理想,资金投入不足、管护设施有待完善等问题,提出了强化宣传、提升林农保护森林资源的意识,充实、培训基层林业管理和林地管护人员、提高公益林管理规范化、科学化技能,发展林下经济和生态旅游、促进国家级公益林综合利用,提高造林与林地经营管理技术水平等提升国家级公益林管护效果的措施。

Shanzhou District in Sanmenxia began to classify the national non-commercial forests in2004,and implemented central fiscal forest ecological compensation policy in2009.In2011,collective and private owned non-commercial forests were all included in the compensation.In recent years,the structure of state non-commercial forests has undergone major changes after the management and protection of the forestry sector in Shanzhou District.This paper analyzed the current structure,management and protection situation of national non-commercial forests in Shanzhou District,aiming at providing scientific and complete basis to improve management and protection measures.
