区域循环经济系统的网络联结模式与治理模式优化

党的十九大报告强调要加快建立健全绿色低碳循环发展的经济体系,循环经济成为区域可持续发展的重要选择。区域循环经济系统是由彼此互利共生的产业链所构成的复杂网络,可分为垂直网络与水平网络两大类。本文以此为基础,根据系统内关键种企业的个数,探究区域循环经济系统的单核网络联结模式和多核网络联结模式,分析区域循环经济系统网络治理框架的现状和存在的问题,并从促进循环经济发展需要的参与各方达成理念共识、推动循环经济发展需要的政府与企业配合、保障循环经济发展需要的评价体系、支撑循环经济发展需要的高层次人才培养和助力循环经济发展需要的多元融资方式等方面提出了有针对性的政策建议。

The report of the Nineteenth National Congress of the Communist Party of China emphasizes the need to speed up the establishment and improvement of the economic system for the development of green low-carbon cycle,so the circular economy is an important choice for regional sustainable development.The regional circular economy system is a complex network consisting of mutually beneficial industrial chains,which can be divided into two categories:vertical network and horizontal network.On the basis of this,according to the number of key enterprises in the system,the single core network connection mode and multiple core network connection mode of regional circular economy system are explored,and the present situation and existing problems of network governance framework of regional circular economy system are put forward.And finally targeted policy recommendations are put forward from the idea consensus of all parties for enhancing the circular economic development,the cooperation between the government and enterprises for promoting the circular economic development,the evaluation system for ensuring the circular economic development,the training system of high level talents for supporting the circular economic development and the diversified financing methods for boosting the circular economic development.
