改革开放40年来我国民间投资政策演变、经济绩效与长效机制构建

改革开放40年来,我国民间投资历经由弱变强的历史性转变,民间投资对国民经济的重要性日益凸显。40年来民间投资政策不断演变,通过正式或非正式的制度安排深刻影响了民间投资的启动、发展和壮大,对民间投资总量、结构和效益等经济绩效指标产生了重要影响。本文从民间投资政策演变视角出发,梳理概括改革开放40年以来我国民间投资政策演变历程和特点,进而从民间投资总量、结构和效益三个方面衡量民间投资政策的经济绩效。最后,从民间投资促进机构、民间投资规则体系、民间投资公共服务体系和民间投资监测监督体系四个方面提出构建促进民间投资长效机制的建议。

Since the implementation of the reform and opening up policy from 1978,the private investment has been playing an increasing important role in China,which has experienced historic transformation in the forty years.During the forty years,the private investment policy has been gradually evolved by the formal or informal institutional arrangement,which deeply influenced the scale,structure and economic performance of the private investment.Viewed from the evolving private investment policy,this paper summarizes the characteristics of the private investment in the past forty years,and then measures the performance during the period from three aspects.Finally,the paper proposes to establish a long-term mechanism to promote the development of private investment from four aspects of promotion institution,rules system,service system,and monitoring and supervision system.
