乡村精英参与乡村有效治理的样本研究——基于贵州省册亨县弼佑镇秧佑村民族村寨实践考察

A Sample Study on the Participation of Rural Elites in Effective Rural Governance——Based on the Practice of Ethnic Village in Yangyou Village,Biyou Town,Ceheng County,Guizhou Province

国家在实施乡村振兴战略下,秧佑村社会治理体系建设必然要与村支"两委"、新乡贤、产业能人、村民及人居环境、文化语境等内容和载体相结合;以政府全面统筹为核心、村支"两委"带领为基础,充分发挥乡村精英的家乡情怀和理想,主动作为,循序渐进,形成多元合力共治,持续运作和经营,实现对乡村美好生活的向往。

Under the implementation of the revitalization strategy in China,the construction of the social governance system of Yangyou Village is bound to be integrated with the village"two committees"(village committee and village party branch committee),rural elites,industrial talents,ordinary villagers,living environment,cultural context and so on.Based on the overall planning of the government and the leadership of the"two committees"of the village branch,the village committees give full play to the hometown feelings and ideals of the rural elites,so that the elites can take the initiative to build their hometown in which a pluralistic joint governance will be constructed to continuously operate the village,and help to realize the yearning for a better life in the countryside.
