Practice has proved that true advanced technology cannot be obtained through technology introduction measures.Therefore,independent technological innovation is basically the only way for a country and a company to acquire advanced technology and establish technological advantages.However,independent technological innovation is not an easy task.Market failure in the field of scientific research and development is the main obstacle to suppressing and delaying technological innovation and technological progress.The market failures in the field of technology research and development mainly include huge investment demand,long technological research and development cycle,uncertainty in obtaining expected achievement in technology research and development,difficulty in setting up the best R&D team,and weak market gravity.On the basis of researching the market failure performance of technology research and development,this paper proposes to raise huge R&D funds through government procurement,support suppliers to form the best development team,and introduce key technological innovation components to improve the success rate of technological innovation and strengthen the scope.Strengthening scope economics so as to accelerate research on related development of product and technology,increasing market gravity through bundled bidding,and inspiring scientists and technological researchers through cooperative research and academic exchanges and other specific measures to accelerate technological innovation.
