本文通过分析我国渤海区海域使用金的征收现状及与国家相应标准的对比分析,进行相应的绩效评估,探讨了当前我国海域使用金征收与管理中存在的问题,并提出完善海域使用金使用管理政策、明确各级分成比例、优化支出使用结构及强化监督管理机制等对策建议。

By analyzing the current situation of the collection of royalties in the Bohai sea area and comparing with the corresponding national standards,this paper carries out the corresponding performance evaluation,discusses the problems existing in the collection and management of royalties in the sea area of China,and puts forward the policy of improving the management of the use of royalties in the sea area,clarifies the proportion of royalties at all levels and gives the best suggestions on how to use expenditure structure and strengthen supervision and management mechanism are put forward.
