猕猴桃流通问题与对策——基于陕西省眉县的调研

Problems and Countermeasures of Kiwifruit Circulation——Based on the Survey of Meixian of Shaanxi Province

农产品流通是农业经济领域的重要问题,是农业生产和生活资料上行下达的"大动脉",是新时代经济发展的基础。在农产品流通业快速发展的背景下,对于猕猴桃等特色鲜活农产品的流通研究却比较匮乏,关注度较低。以中国猕猴桃优生区之一的眉县为例,在实地调研的基础上,结合现有农产品流通领域的研究文献,从流通组织化程度、流通信息化水平、流通基础设施建设、政策扶持等4个方面,深入探究了眉县猕猴桃流通面临的问题与挑战,并提出与现存问题一一对应的建议。研究认为,眉县猕猴桃流通业应以提高猕猴桃流通组织化程度、提升猕猴桃流通信息化水平、加强猕猴桃流通设施建设和加大政策扶持力度为重点,促进当地猕猴桃流通业发展,充分发挥猕猴桃产业对地区发展的振兴作用。在实施乡村振兴战略的背景下,农产品流通业发展的正外部性不仅体现在产业兴旺、农民增收方面,同时对促进农村地区一二三产业融合,农业发展提质增效意义巨大。专业化、规模化的流通组织,较高的信息化水平,完善的冷链物流设施和人才配备,坚实的政策制度支持则是未来猕猴桃等鲜活农产品流通的发展方向。

Agricultural products circulation is a hot issue in the field of agricultural economy and a big circulation artery of agricultural production and living materials,and it is the basis of economic development in the new era.Under the background of rapid development of agricultural products circulation industry,the research on the circulation of fresh agricultural products such as kiwifruit is relatively scarce,with relatively low degree of concern.This paper took Meixian,one of the main producing areas of kiwifruit,as an example,on the basis of field investigation and combining with the existing research literature in the field of agricultural products circulation,from circulation organization degree,circulation informatization level,circulation infrastructure construction and policy support,and probed into the problems and challenges faced by the circulation of kiwifruit in Meixian,and put forward suggestions that correspond to the existing problems.The authors suggested that Meixian kiwifruit circulation industry should focus on improving the degree of kiwifruit circulation organization,raising the level of kiwifruit circulation informationization,strengthening the construction of kiwifruit circulation facilities and increasing policy support,so as to promote the development of local kiwifruit circulation industry and give full play to the role of kiwifruit industry in promoting regional development.Under the background of implementing the strategy of rural revitalization,the positive externality of the development of agricultural products circulation industry is not only reflected in the prosperity of industry and the increase of farmers'income,but also has great significance in promoting the integration of primary,secondary and tertiary industries in rural areas and improving the quality and efficiency of agricultural development.Specialized and large-scale circulation organization,high level of information technology,perfect cold chain logistics facilities and personnel,and solid policy and institutional guarantee are the development direction of the circulation of fresh agricultural products such as kiwifruit in the future.
