苏共基层组织建设的历史教训与现实思考

Historical Lessons and Realistic Reflections on the Construction of the Grassroots Organizations of the Communist Party of the Soviet Union

基层组织是政党的组织基础和活动载体,发挥着动员和组织功效。苏共执政末期的基层组织建设弊端丛生,突出表现为基层组织对执政党战略目标的认同感下降,基层党组织和党员出现严重的信仰危机,基层组织功能衰竭导致先锋模范作用丧失,官僚特权腐败割裂了执政党和基层组织的紧密联系。汲取苏共基层组织建设的历史教训,对于推进"两学一做"学习教育常态化制度化,加强基层组织建设具有重要的历史借鉴意义和现实指导意义。

Grassroots organizations are the organizational foundation and activity carriers of political parties,playing the roles of mobilization and organization.The disadvantages of grassroots organization construction at the end of the CPSU are mainly manifested in the following aspects:the identity decline of the grassroots organizations towards the strategic goals of the ruling party;the serious faith crisis in the grassroots organizations and among the party members;the loss of grassroots organizational functions with the loss of vanguard exemplary roles;and the corruption caused by the bureaucratic privileges broke the close ties between the ruling party and grassroots organizations.Therefore,it has important historical reference and practical guiding significance in learning from the historical lessons of the grassroots organization construction of the CPSU to promote the normalization and institutionalization of the learning of the "two studies and one work" and strengthen the construction of grassroots organizations.
