摘要
针对《京杭运河通航管理办法(试行)》通航尺度条款的修订内容,梳理政策出台的背景及修订必要性,明确疏堵已非主要矛盾、通航尺度突破已成常态和新兴运输需求驱动等现实环境。基于运河山东段、江苏段和浙江段通航技术条件(航道、船闸、桥梁),结合定量与定性方法对标分析,界定船舶总长、总宽、吃水和净高等尺度限值,探讨交通安全、过闸效率、应急救援和航道畅通等制约尺度放宽要素,指向江海直达推荐船型,诠释通航尺度条款的修订内涵,为研究船型标准、管控市场运力和制定行业政策提供技术参考。
The revision of clauses of the The management of Beijing-Hangzhou Grand Canal navigation(Trial),concerning the dimensions of ships navigating in the Cannel.The background and the necessity of the revision is explained,stating that the traffic congestion has been alleviated and new transport demand is asking for some regulation breakthough,and quite a few ships bigger than regulation have been sailing in the cannel.Allowable ship dimensions are defined based on the navigable conditions of Shandong section,Jiangsu section and Zhejiang section of the canal.The limiting factors of ship dimensions are explained in terms of traffic safety,emergency rescue,lockage efficiency and traffic organization,and the recommended dimensions for river-sea transportation ships are introduced.The implication of the revision is explained.
