社会保障视域下残疾人就业服务体系构建——以绥化市为例

Construction of Employment Service System for Disabled People Under the Perspective of Social Security——Take Suihua as an Example

残疾人在社会上属于特殊的、弱势群体,重视残疾人,为其提供就业机会,解决其就业问题,提高残疾人福利,既是全社会应承担的责任,也体现出社会文明进步的程度。据调查,绥化大多数残疾人具有部分劳动能力,但因为绥化不完善的残疾人就业服务体系,无法解决残疾人就业难的问题,应该基于政府、社区建立起就业服务体系,是目前健全残疾人就业服务体系的有效方式。

Disabled people belong to special and vulnerable groups in society.Attaching importance to disabled people,providing them with employment opportunities,solving their employment problems and improving their welfare are not only the responsibility of the whole society,but also reflecting the degree of social civilization and progress.According to the survey,most of the disabled people in Suihua have part of the labor capacity,but because imperfect employment service system for disabled people in Suihua can not solve the problem of employment for disabled people,we should establish employment service system based on the government and community,which is an effective way to improve the employment service system for disabled people.
