西南三省少数民族地区医疗资源配置问题浅析

Brief Analysis on the Allocation of Medical Resources in Minority Areas of Three Provinces in Southwest China

医疗机构、医疗卫生机构床位、卫生人员数量以及卫生总费用,是最能反映一个地区医疗的资源配置情况,对比分析西南三省的卫生资源配置情况后可知,其民族地区普遍存在医疗资源整体不足、财政投入不足、医疗设施普遍落后、人才匮乏的现象。有必要加大财政对这些地区基本公共卫生服务的支出力度,以提高乡村卫生人员待遇,提升乡村医疗机构设施水平;并实施优惠政策,建立城乡卫生人员互通机制,大力发展远程医疗,有效整合现有的医疗资源。

Medical institutions,beds in medical institutions,health personnel and the total cost of health care can best reflect the allocation of medical resources in a region.The comparative analysis of the health resources allo.cation in the three provinces reveals that there is a general shortage of medical resources and talents,insufficient financial input,and backward medical facilitiesin the minority areas of these three provinces.In order to alleviate the problem of unbalanced medical allocation,it is necessary to increase financial expenditure on basic public health services in ethnic minority areas toincrease rural health workers'pay and improve the facilities of rural medical institutions.Meanwhile we should implement preferential policies,establish an interworking mechanism for urban and rural health personnel,vigorously develop telemedicine,and effectively integrate existing medical resources.
