打击非法种植毒品原植物行为对策研究

罂粟种植屡禁不止的原因复杂多样,主要包括群众对鸦片罂粟的外貌认知模糊不清、对罂粟的药理了解不透彻、无法抵御罂粟种植高额利润的诱惑、私种罂粟者法律意识淡薄等。当前我国正在严厉打击涉毒违法犯罪行为,对此应当结合罂粟种植难以禁止的深层次原因,加大禁毒宣传力度;落实禁毒铲毒责任制;积极寻求替代种植、替代产业;加大农村医疗改革的力度,解决农村人口看病难的实际问题;加大奖励举报种植毒品植株制度并进一步完善保密机制,整合社会各界力量,全面打击非法种植罂粟等毒品原植物的行为。

The reasons for the repeated prohibition of planting poppy are complicated and diverse,including the people’s cognition of the appearance of poppy,the incomplete understanding of the pharmacology of poppy,the inability to resist the high profits of planting poppy,and the weak legal awareness of privately planting poppy,etc.At present,China is cracking down on drug-related crimes.Combine with the deep-seated reasons that planting poppy is difficult to ban,to increase the propaganda of drug control;implement the drug-resistance system;actively seek alternative planting and alternative industries;strengthen rural health care reform to solve the practical problems of the rural population to see a doctor;increase rewards to report the planting of drug plants and further improve the confidentiality mechanism,integrate the forces of all sectors of the society,and comprehensively crack down on the illegal planting of poppy and other drugs.
