军民融合知识产权转移转化机制研究

A Research on the Transfer and Industrialization Mechanism of Intellectual Property Involving Military-Civilian Integration

军民融合发展是国家战略,要求在"十三五"期间实现全行业覆盖、全领域联动,由初步融合向深度融合发展。科技是创新驱动的源动力,是军民融合发展的核心要素。知识产权转移转化在军民融合发展和创新驱动战略中扮演着重要角色,研究其运行机制是破解军民科技体系二元分离、相互封闭、互动共享机制不畅等问题的重要途径。加强军民融合知识产权转移转化机制研究,就是着眼国防军工技术向民用市场、民口技术向军工市场双向流动,创新市场运作模式,有效孵化军民通用技术项目,提高军民融合效益,实现富国与强军协调发展与良性互动。本文通过对军民融合知识产权转移转化存在问题的分析研究,结合项目组成员十多年在军队和地方从事军民融合经验,提出在军民融合背景下军民知识产权转移转化运营的模式、方法和途径,力求为军、地各级制定相关政策法规提供依据。

It is the national strategy to carry out military and civilian integration.The 13th Five-Year Plan required that the integration covers the whole industry and all fields and develops from initial to in-depth integration.Science and technology are the driving force of innovation,and the core elements in advancing military and civilian integration.The transfer and industrialization of intellectual property plays an important role in the military-civilian integration and innovation-driven strategy.Studying the operational mechanism of the integration is an important way to tackle the problems encountered.To strengthen the research on transfer and industrialization mechanism of intellectual property involving military-civilian integration,it is necessary to focus on the mutual flow between military technologies and civilian market,as well as commercial technologies and the military market;to innovate the market operation mode;to effectively incubate dual-use projects;to improve the efficiency of military-civil integration;and to achieve benign development of the military and commercial technologies.By analyzing the problems in the transfer and industrialization of military-civilian intellectual property at home and abroad,combined more than 10 years of experiences gained by the project team engaging in activities of integration,the paper proposes the mode,method and approach for the transfer and industrialization of intellectual property in the context of military-civilian integration,with an aim to provide references for the formulation of relevant policies and regulations at all levels of the military and government.
