构建国家绿色发展基金体系的思考和建议

Thoughts and Suggestions on Constructing National Green Development Fund System

打好污染防治攻坚战资金需求巨大,如何利用政府有限的资金吸引大量社会资本投入生态环境治理和保护领域成为必须考虑和解决的问题。今年发布的《关于全面加强生态环境保护坚决打好污染防治攻坚战的意见》明确提出要设立国家绿色发展基金。英国绿色投资集团(GIG)在2017年私有化以前采用基金运作模式,其成功经验可以为我国设立国家绿色发展基金提供借鉴。本文在正确认识政府与市场关系的基础上,结合英国绿色投资集团经验,提出构建以政府绿色投资为引领,利用市场运作吸引更多社会资本参与,最终推进生态环境治理和保护社会化的国家绿色发展基金模式,并就如何更好地发挥政府作用和使市场在资源配置中起决定性作用等方面提出了具体建议。

Since there is a huge demand for funds in the tough battle against pollution,how to use the limited funds of the government to attract a large amount of social capital into the field of eco-environment control and protection has become a problem that must be considered and solved.This year’s“opinions on comprehensively strengthening ecological and environmental protection and resolutely fighting the tough battle against pollution”explicitly proposed to set up the national green growth fund.The successful experience of the UK Green Investment Group(GIG),which adopted the fund operation mode before privatization in2017,can provide a reference for China to set up the national green growth fund.In this paper,based on the correct understanding of the relationship between government and market,we combine the experience of GIG and propose the mode of the national green growth fund,which is led by the government’s green investment,attracts more social capital to participate in the market operation,and finally promotes the socialization of eco-environmental governance and protection.Eventually,specific suggestions are put forward on how to better play the role of government and how to make the market play a decisive role in resource allocation.
