“两山论”指导下的典型山区绿色发展道路探索——以大别山区岳西县为例

我国多数山区经济社会发展相对滞后但生态功能意义重大,新时期如何将"绿水青山"转化为"金山银山"是山区面临的重大课题。安徽省岳西县是我国长三角地区重要的生态安全屏障、水源涵养区及生物多样性保护功能区,其生态环境关系着我国中部地区的生态安全,同时也关系着实现革命老区扶贫攻坚,以及生态文明建设与可持续发展。近年来,岳西通过持续推进"两山论"实践创新工作,从生态保护和环境准入制度建设到生态产业升级,从大力发展生态有机循环农业、新兴科技型生态工业、特色生态旅游业,到深入实施生态保护与修复、生物多样性保护、水土流失治理、生态廊道建设、生态城乡大家园建设等一系列措施,走出了一条独具岳西特色的绿色发展之路。

Economic and social development in most typical mountainous areas which have great significant ecological function are lagging behind.How to transform the beautiful scenery into gold and silver mines is an important issue in the new period.Yuexi county of Anhui province is the Yangtze River Delta region ecological security barrier,which is an important area of water conservation and biodiversity protection area.Its ecological environment also affects the ecological security,poverty alleviation,ecological civilization construction and sustainable development.In recent years,Yuexi has been practicing the“Two Mountains Theory”and walked out a unique characteristic green development road.
