东部沿海五省高质量发展差距及因素分析——基于山东与粤、苏、浙、闽的对比

Analysis of the Gaps in High-quality Development and Factors in the Eastern Coastal Provinces——Based on the Comparison between Shandong and Guangdong,Jiangsu,Zhejiang and Fujian

我国经济已经从高速增长阶段转向高质量发展阶段,高质量发展成为我国目前及今后相当长时间内面临的主题。文章通过索洛余量法分析比较了2001—2016年山东、广东、江苏、浙江、福建的全要素生产率,并从创新驱动水平、投入产出比、发展的环境成本三个方面构建了高质量发展指数测度,比较了2001—2016年上述五省份的"高质量发展"程度。结果表明,山东省高质量发展水平较低,落后于广东、江苏、浙江,与福建相当。投入产出比方面的短板是山东省高质量发展滞后的重要原因。要提高山东省高质量发展水平,需积极引进人才以完善区域创新系统、加快产业现代化变革、处理好政府与市场的关系、抓住新旧动能转换的政策红利。

19th CPC National Congress point out:China’s economy has shifted from high-speed growth to high-quality development,High-quality development has become a major issue facing China at present and for a long time.This paper analyzes and compares the total factor productivity of Shandong,Guangdong,Jiangsu,Zhejiang and Fujian from 2001 to 2016 by Solow residual method and built a high-quality development index from the aspects of in?novation-driven level,input-output ratio,and environmental cost of development,and compared the“high-quality de?velopment”of the above five provinces from 2001 to 2016.The results show that Shandong Province has a low level of high-quality development and lags behind Guangdong,Jiangsu,Zhejiang being equivalent to Fujian,the shortcomings in the input-output ratio are an important reason for the lag in the high-quality development of Shandong Province..The low level of high quality development in Shandong Province is due to the lack of innovative capacity,unreasonable industrial structure,insufficient openness of ideas and economy is not a closed loop.To improve the quality of Shan?dong Province economy,it is necessary to actively introduce talents to improve the regional innovation system,acceler?ate the modernization of the industry,handle the relationship between the government and the market reasonably,and seize the policy dividends of the National comprehensive test area for new and old kinetic energy conversion.
