Disscussion on Deepening Reform Path of State-owned Surviving Enterprises of Electric-power Industry

在中国经济步入新常态、迫切需要通过供给侧结构性改革获得新动力的背景下,国有企业改革的思路及着力点都发生了变化。当前,国务院国资委在供给侧改革中积极作为,大力推进"僵尸企业"处置和特困企业治理等重点专项改革任务。文章基于国有存续企业把握政策窗口期机遇、增强改革发展活力的视角,积极探索供给侧结构性改革背景下电力行业国有存续企业深化改革路径。

Under the background that the Chinese economy has entered the"new normal"and urgently needs to gain new impetus through supply-side structural reforms,the ideas and focus of state-owned enterprise reform have changed.At present,the State-owned Assets Supervision and Administration Commission of the State Council actively acts in the supply-side reforms and vigorously promotes key special reform tasks such as the disposal of“zombie enterprises”and the management of extremely difficult enterprises.Based on the perspective of the opportunity of state-owned enterprises to grasp the policy window period and enhance the vitality of reform and development,this paper actively explores the deepening reform path of state-owned surviving enterprises under the background of supply-side structural reform.
