基于SWOT分析的中俄铁路跨境电商物流发展策略研究

A Study on the Development Strategies of China-Russia Railway E-commerce Logistics based on SWOT Analysis

经济新常态下,随着中俄全面战略协作伙伴关系继续高水平运行,双边贸易额显著增长,需要铁路优化通关流程、创新运输组织模式,以适应中俄跨境电商物流的发展。概述经济新常态下中俄铁路跨境物流发展背景,采用SWOT分析法对铁路开展中俄跨境电商物流的内部优势与劣势、外部机遇与挑战进行剖析,在此基础上,从发展目标、发展思路、总体定位、实施路径等方面提出中俄铁路跨境电商物流发展策略,为推动两国通关、监管、结汇等资源联动与设施设备优化升级,全面提升两国铁路跨境电商物流服务水平提供理论参考。

Fast development of China-Russia railway e-commerce logistics requires the railway industry improve and innovate both its cargo clearance process and transportation organization modes in the context of the high-level performance of the China-Russia comprehensive strategic partnership of coordination,which has brought remarkable increase of bilateral trade in the new economic normal.Based on an overview of the new economic backdrop against which China-Russia railway logistics is developing,his paper has studied the internal industry advantages and disadvantages and the external opportunities and challenges based on SWOT analysis.To facilitate closer connections between the two sides in the areas of customs clearance,regulation and supervision and exchange settlement and equipment upgrading,this paper has put forward the development strategies from 4 aspects:objectives and concepts,general orientation and implementation approach,which are expected to serve as reference points to improve the logistics service.
