摘要
河北省发布的《关于深化薪酬分配制度改革鼓励科技创新创造实施细则(试行)》等16个文件,对激发科研人员创新潜能起到了一定的激励作用。但是,多数科研人员的智力劳动和付出与其收入还不完全相符,包括奖励对创新的长效激励的政策缺位、内部分配机制不健全等。为了激发科研人员创新热情,需要进一步完善科研人员的收入分配制度,通过收入分配政策的激励引导作用,让科研人员的智力劳动得到合理的回报。
The 16 documents published by Hebei Province on“Deepening the Reform of the Salary Distribution System and Encouraging the Implementation of Scientific and Technological Innovation(Trial)”have played a certain role in stimulating the innovation potential of researchers.However,the intellectual contribution of most researchers are not completely consistent with their income,including the lack of policies for long-term innovation incentive and the imperfect internal distribution mechanism.In order to stimulate the innovation enthusiasm of scientific researchers,it is necessary to further improve the income distribution system for scientific researchers’reasonable return through the incentive and guidance function of income distribution policy.
