论进一步加强文化与自然遗产的法治保障

To Reinforce Legal Guarantees on the Preservation of Cultural and Natural Heritages in China

中国非常重视文化遗产与自然遗产保护,取得了很好的成绩。针对现状中存在的问题,须从四个方面加强文化遗产与自然遗产保护的法治保障:依宪保障文化遗产与自然遗产的安全;把社会主义核心价值观融入法治建设,尽快启动《中华人民共和国城乡规划法》和《中华人民共和国文物保护法》的修改;理顺文化遗产与自然遗产保护管理体制与机制;加强文化遗产与自然遗产保护的司法服务与监察保障。

China is paying much attention on the preservation of cultural and natural heritages, having attained great achievements. We should reinforce legal guarantees on the preservation of cultural and natural heritages in four ways:to guarantee the safety of cultural and natural heritages by the Chinese Constitution; to initiate the revision of the Rural and Urban Planning Law of PRC and the Law of PRC on the Protection of Cultural Relics as soon as possible with the socialist core values to be melted in the legal construction; to rationalize the administration system and mechanism of the cultural and natural heritages preservation;to strengthen the justice services and supervisory guarantee of cultural and natural heritages.
