复杂网络结构下科技政策的创新驱动——基于网络权力和创新扩散视角 被引量:15

摘要 在知识经济时代,创新的科技政策驱动已经成为中国社会经济发展的动力之一。面对科技政策至关重要的地位以及现有科技政策失灵的尴尬现状,复杂网络理论的引入为此提供了崭新的理论视角和切实可行的解决方案。从复杂网络系统中网络权力和创新扩散的视角切入,通过对拥有网络权力企业的精准操控和定向培养,以及网络创新扩散方式的有效干预和引导,可以更大程度地保证科技政策实施的有效性。本文基于此进行复杂网络结构下科技政策创新驱动初探,并提出初步概念框架。 In the era of knowledge economy,innovation driven of science and technology policy has become one of the driving force of China9s social and economic development.The introduction of complex network theory provides a new theoretical perspective and a practical solution to the embarrassing dilemma of the importance of science and technology policy and the failure of the existing policy.Taking network power and innovation diffusion as the breakthrough point,this paper explores effective implementation of the science and technology policy by introducing two measures as follows:precision and directional control for the firms with network power,and effective intervention and guidance for innovation diffusion.Based on the complex network structure,this paper makes a preliminary study on the innovation driven of science and technology policy,and puts forward the preliminary conceptual framework.
