对跨国系列世界遗产中单点濒危的几点思考——以“丝绸之路:长安-天山廊道的路网”中塔尔加尔遗址为例

Reflections on a Single Property in Danger,in View of the Serial Transnational World Heritage——A Case Study of Targar, Property of the "Silk Roads: Routes Network of Chang'an-Tianshan Cooridor"

在已列入世界遗产名录的系列遗产中,当某部分因受到破坏而面临濒危时,整体线路是否也应列入濒危名录,是目前世界遗产保护管理理论体系的空白。文章以"丝绸之路-长安天山廊道的路网"跨国系列世界遗产的组成部分——塔尔加尔遗址为例,从该项目的完整性、价值贡献以及文化线路的定义出发,对整体线路是否应该列入濒危作出了分析,并阐述了该项目跨国协调管理机制中存在的漏洞,以及世界遗产咨询机构在其中的责任。

The theory whether a serial transnational world heritage should be inscribed on the danger list if a component property was in danger, is a theoretic blank in the field of world heritage conservation and management. This article analyses the possibility of the danger listing of "the Silk Roads, Routes Network of Chang’ an—Tianshan Corridor" if the component site Targar was in danger, in view of the integrity, attributes and the definition of cultural routes, introduces the vulnerability of the transnational coordination and management mechanism, and the responsibility of the advisory body in this case.
