生态环境脆弱制约下西藏农牧区精准脱贫问题研究——基于65个行政村的分析

On Targeted Poverty Alleviation in the Tibetan Agricultural and Pastoral Areas under the Restriction of Fragile Ecological Environment——Based on an analysis of 65 administrative villages

将生态保护与扶贫攻坚有机结合,是西藏农牧区精准扶贫、精准脱贫工作的必然选择。西藏作为生态功能区与集中连片贫困区双重叠加的关键性区域,生态问题与贫困问题彼此相互影响,相互制约。文章通过2017年对西藏农牧区65个行政村的调查,重点分析了脆弱的生态环境对西藏农牧区贫困问题的影响。结果表明,生态环境脆弱性是西藏农牧区致贫的主要因素之一,对村庄的产业培育发展、公共服务提供、扶贫资源效果等都有着消极影响,因此应从加大易地搬迁力度、优化产业发展结构、加强农牧区公共服务供给等方面进行优化。

The dynamic integration of ecological protection and poverty alleviation is an inevitable choice for Tibet in its work of the targeted poverty alleviation in agricultural and pastoral areas. Tibet is both ecological function region and concentrated contiguous destitute region, so its ecological problem and the poverty problem affect and restrict each other. Based on the investigation of 65 administrative villages in the Tibetan agricultural and pastoral areas in 2017, this article mainly analyzes the impact of the fragile ecological environment on the poverty problem in the Tibetan agricultural and pastoral areas. The results show that the vulnerability of ecological environment is one of the main factors causing poverty in the Tibetan agricultural and pastoral areas as it has a negative impact on the industrial cultivation and development of villages, the provision of public services, the effect of poverty alleviation resources and so on. Therefore, it should be optimized from the aspects of promoting relocation, optimizing the structure of industrial development, strengthening the supply of public services in agricultural and pastoral areas.
