摘要
我国节能环保产业经过多年发展,产业规模扩张明显,节能装备技术水平不断提升;市场化进程加速,新模式新业态快速涌现;政策体系逐步完善,多元化投融资格局基本形成。但在发展的同时仍然存在一些问题,包括节能环保产业集中度低、技术创新能力较弱、科技成果转化率低以及资金短缺等。未来,应加快完善支持节能环保产业发展的政策措施、法律法规和标准体系;构建市场导向的节能技术创新、推广和应用平台,使其成为强化科技创新促进节能的关键战略支点;积极推动发挥云计算、大数据、人工智能等核心互联网技术在节能环保产业中的作用,努力培育绿色发展新动能。
After years of development, the scale of energy conservation and environmental protection industry expansion has been obvious, the technical level of energy-saving equipment has been continuously improved; the marketization process has accelerated, new modes and new formats have emerged rapidly; the policy system has been gradually improved, and the pattern of diversified investment and financing has been gradually improved and basically formed. However, there are still some problems, including low concentration of energy conservation and environmental protection industries, weak technological innovation capability, low conversion rate of scientific and technological achievements, and shortage of funds. In the future, we should speed up the improvement of policies, laws, regulations, and standards systems that support the development of energy conservation and environmental protection industries; build market-oriented energy-saving technology innovation, promotion and application platforms, which are key strategic fulcrums for strengthening scientific and technological innovation and promoting energy conservation; actively promote the use of cloud computing, the role of core internet technologies such as big data and artificial intelligence in the energy conservation and environmental protection industry, and strive to cultivate new kinetic energy for green development.
