摘要
In A Historical Study of U.S.Strategies and Policies to Attract Foreign Talents,Maoxin Liang analyses American federal government’s policies system of attracting foreign talents in the twentieth and early twenty-first centuries.He argues that millions of foreign high-skilled immigrants have been attracted to the United States and“made a remarkable contribution to its social and economic development”(p.3).Following his introduction,Liang surveys the concepts of talents and examines the reforms of American talent-oriented immigration policies covering more than one hundred years.He concludes by suggesting that because the United States benefits most from the“Brain Drain”,these policies“contain multiple intentions for national interests”(p.387).
