The Trump Administration's Indo-Pacific Strategy and its Impact on China

特朗普政府为了应对"中国威胁"和维持美国在世界的霸权地位,意图将多个具有实力的大国和中等强国置于"印太"大棋局之中,以应对中国崛起并形成美国霸权之下大国相互竞争与制衡的均势格局。其中,美国是"印太"战略的主导国,中国是这一战略的主要目标,印度是美国倚重的对象。但印度因素是一个变量,其政策走向具有不确定性与可塑性双重特点。虽然"印太"战略目前还处于构想阶段,更多是一种"战略威慑",未来是否或能在多大程度上实施还存在很大的不确定性,但美国将中国确定为"战略竞争对手"所引发的中美战略博弈必将持续。基于此,中国应该从地缘经济视角将印太两洋地区作为一个整体并结合"一带一路"而谋篇布局,利用中国的经济优势,挖掘印太地区地缘经济中的积极因素,加速印度洋与太平洋地区的经济融合,并适时创造和利用地区安全中的合作契机,推进与相关国家在印太地区的海上安全合作,共建和平、发展、合作与共赢的地区秩序。

As a means of responding to the“China threat”and maintaining America’s hegemonic position in the world.the Trump administration has sought to pull several powerful great states and medium sized states into the Indo-Pacific arena of what Trump advocates.In doing so.Trump aims to build a system of competitiveness and balance among great powers dominated by the United States.In this light.the United States regards China as a top target and attempts to heavily rely on India to achieve its main objectives.While so.India’s role is still questionable.particularly given the instability and malleability of its broader policy directions.The Indo-Pacific strategy is still in the early phases of its conceptualization.and while it might be currently perceived as a strategic deterrent.it remains highly uncertain as to whether it can be effectively implemented.Regardless.the strategic game between China and the United States will inevitably continue when China is viewed as its strategic competitor.As such.from a geo-economic vantage point.China should view the Indian and Pacific Oceans as an integrated region and leverage the opportunity of Belt and Road Initiative as a means of exploiting the economic growth impetus in the region.By rapidly increasing the pace of economic integration between the Indian Ocean and the Pacific Ocean.and where appropriate creating and leveraging space for regional security.especially by promoting maritime cooperation.China.together with the countries involved.can jointly build a regional order of peace.development.cooperation and mutual benefit.
