国外乡村振兴:价值取向与策略选择——我国实施乡村振兴战略的一个借鉴

实施乡村振兴战略,关键在于乡村内在价值提升.忽视乡村价值提升的乡村建设难免导致农民"被上楼"、乡村"被造城"等外在性改造行为.研究国外以内在性增值为目标的乡村价值建设对我国具有一定的借鉴意义.国外对乡村价值的认知并非一步到位,经历了从农业型乡村到多功能型乡村的演化过程;将乡村价值提升视为填补乡村价值洼地、打破现代化短板制约的必然选择,彰显了消除城乡差距、实现城乡公平协调发展的社会理性.为切实谋求乡村内在价值的提升,国外注重从乡村价值发展规律层面采取科学合理的行动策略.

The most fundamental key to implementing the rural revitalization strategy is the intrinsic value of the village. Rural construction without the improvement of rural values will inevitably lead to external transformations such as farmers being "upstairs" and rural "made cities". Based on this, the study of rural value construction with the goal of intrinsic value-added abroad has certain reference significance for China. Foreign knowledge of rural values is not a one-step-thing, and it has experienced the evolution process from agricultural villages to multi-functional villages; the improvement of rural values is regarded as an inevitable choice to fill rural values and break the constraints of modern short-term constraints, demonstrating social rationality of the elimination of urban and rural areas. In order to effectively seek the improvement of the intrinsic value of the countryside, foreign countries pay attention to adopting scientific and rational action strategies from the level of the development of rural values. It has provided some inspirations to China.
