住房公积金制度存在的问题及对策——基于委托-代理理论的分析 被引量:1

摘要 当前我国住房公积金制度存在的问题主要集中在公积金的使用和管理上,究其原因在于委托-代理关系的异化、住房公积金的决策体系不完善,多方监管导致监督中的权责不明、效率低下,缺乏相应的政策法规,激励约束机制不完善等。解决这些问题,需要健全住房公积金缴存人和住房公积金管理中心之间的委托-代理关系,完善住房公积金管理体制,建立、健全监督机制和有效的激励约束机制。 The problems existing in the housing provident fund system in China are mainly focused on the use and management of the accumulation fund.The main reasons of this include the dissimilated principal-agent relationship,imperfect decision system of housing accumulation fund,indeterminacy of the right and responsibility in the multiparty supervision,low efficiency,lack of relevant policies and regulations,and the imperfect incentive and restrictive mechanism.To solve these problems,it is necessary to perfect the principal-agent relationship between the payers and the management center,to perfect the management system and to establish the effective incentive and restrictive mechanism of the housing accumulation fund.
