苏州历史城区城市设计的实践与思考

Practice and Consideration of Urban Design of the Historic Area in Suzhou

随着2017年《城市设计管理办法》的公布实施,全国各地全面开展城市设计,建立城市设计制度。通过城市设计来解决控规的体制束缚,推进规划改革受到广泛关注。本文以历史城区作为特定研究类型,从控规体系困境分析入手,探讨了城市设计编制中以整体设计为基础,历史价值为导向,沟通反馈为手段,管理衔接为目标的设计方法。同时结合苏州古城1、2号街坊的城市设计实践,总结了街区尺度下城市设计需要控制与引导的内容,希冀为新时期城市设计工作提供借鉴。

With the implementation of “The Rules of Urban Design Management” in 2017, urban design has been carried out in all parts of the country and urban design system has been established. Through urban design to solve the institutional constraints of regulatory planning, promoting planning reform has attracted wide attention. Based on the analysis of the dilemma of the regulatory planning system, this paper takes the historic area as a specific research type, and discusses the design method of urban design compilation, which is based on the overall design, guided by the historical value, by method of communication and feedback, and aimed at the management convergence. Combined with the urban design practice of blocks 1 and 2 of Suzhou Ancient City, this paper summarizes the content of control and guidance of urban design at the block scale, hoping to provide reference for urban design work in the new era.
