新医改背景下基层医疗机构债务化解研究

An analyse of Dissolution Debt of Primary Medical Institutions under the Background of New Medical Reform

通过华东地区部分基层医疗卫生机构债务形成原因及影响的研究,从多渠道筹集化解债务资金、控制新债规模、清偿债务资金专款专用等方面探讨完善其补偿机制,化解基层卫生医疗机构债务的具体做法。剖析当前化解债务存在的问题及困难,进而提出化解基层医疗卫生机构债务的对策。现以华东地区部分县市为例进行分析,为制定相关政策提供建议和参考。

Through the analysis of the reason and influence of basic medical and health institutions debt formation, the paper explores how to improve the compensation mechanism of basic medical and health institutions from such aspects as raising and resolving debt funds through multiple channels, controlling the new debt scale, and paying off debt fund, and the specific measures to resolve debt of the primary medical institutions. The paper analysis current problems and difficulties of resolving debt, and then puts forward countermeasures of basic medical and health institutions debt. In this paper, some cities and counties in East China are taken as examples to provide suggestions and references for the formulation of relevant policies.
