城乡义务教育资源配置均衡的靶向管窥与价值旨归 被引量:2

摘要 城乡教育均衡是社会公平的重要基础和重大的民生问题。聚焦城乡学校教育资源配置现实差距,让城乡学生在获得基本教育服务方面享有平等的机会,成为全社会的同声关注和美好愿景。美丽乡村建设需要公平而有质量的教育,让每一所乡村学校都不再薄弱。文章以义务教育小学阶段的城乡教育资源配置均衡化为样本,靶向管窥整个义务教育的资源配置均衡化问题,并剖释其症结,规复配置均衡优质教育资源策略:培养全科教师,补充特岗教师,推进城乡教师合理流动,化解乡村教育生态失衡,实施推进城乡教育资源平衡战略,实现建设小康社会公平教育的初心落地和价值旨归。 The balance between urban and rural education is an important foundation of social equity and a major issue of people's livelihood.Focusing on the reality gap between urban and rural school education resources allocation and offering urban and rural students equal opportunities to basic education services become the common concern and beautiful vision of the whole society.Beautiful rural construction requires fair and quality education to make sure no rural school fall behind.To this end,the equalization of urban and rural educational resource allocation in the primary school stage of compulsory education is selected as a sample to guide the targeted study of the equal resource allocation of the entire compulsory education,to explain its crux,to reconcile and allocate balanced quality education resources strategies.Those efforts can cultivate the whole subject teachers,supplement special post teachers,promote the rational flow of urban and rural teachers,resolve the ecological imbalance of rural education,implement the strategy of promoting the balance of urban and rural education resources,and realize the initial intention and value of the fair education in building a well-off society.
