民族村寨旅游扶贫冲突与治理——以勾蓝瑶寨为例

CONFLICT GOVERNANCE IN FIGHTING AGAINST POVERTY THROUGH TOURIST DEVELOPMENT IN MINORITY VILLAGES:Taking the Goulan Yao Vilage as an Example

民族村寨旅游扶贫开发促进了各种生产要素的转换,尤其是旅游资源优势要素转换成经济优势,加快了民族地区经济的发展,使得很多人实现了脱贫致富,与此同时民族村寨冲突也暴露出越来越多的问题,甚至已经开始影响到村寨的可持续发展,这与乡村振兴要求不相符合。因此,要加强民族村寨旅游扶贫冲突与治理的研究显得尤为迫切。本文从赋权与产权制度的角度,以勾蓝瑶寨为个案,以田野调查和访谈为基础,分析冲突的类型与原因,探讨民族村寨治理有意义的治理建议。

The development of tourism in ethnic villages has promoted the transformation of various factors of production, especially the advantages of tourist resources are transformed into economic advantages, which has speeded up the economic development of ethnic minority areas, enabling many people to get rid of poverty and become rich. At the same time, more and more problems emerge in the conflicts among minority villages, and even begin to affect their sustainable development, which is not consistent with rural revitalization. Therefore, it is particularly urgent to study the conflict governance in the development of tourism of these villages. Based on field work conducted in the Goulan Yao village, this paper analyzes the types and causes of conflicts and puts some suggestions for the governance of minority villages from the perspective of empowerment and the property right system.
