Study on the Evaluation System Design of Health Poverty Alleviation Policy

我国健康扶贫政策虽取得明显成效,但目前还存在疾病费用负担不平衡,扶贫资金使用效率需提高,扶贫政策不够精准等突出问题,影响了我国健康扶贫政策目标的实现。制定健康扶贫政策评价方案明确评价流程,对评价理念、评价标准、评价维度清晰定位的基础上设计供需双方的评价指标体系,有助于以评促改,打赢健康扶贫攻坚战。

Chinese health poverty alleviation policy has achieved notable result.However,there are also serious problems such as imbalance of disease expenses,insufficiency of using poverty alleviation funds and imprecision of poverty alleviation policies,which affect the realization of the policy purpose.Therefore,it is necessary to study the evaluation system of health poverty alleviation policy,to define the evaluation process,and to design the evaluation index system based on the clear orientation of the evaluation concept,standard and dimension for both supply and requisitioning parties,so as to promote reform through evaluation and win the battle of health poverty alleviation.
