金融支持农村产业融合发展的现状及问题研究——以重庆市为例

Research on the Status Quo and Problems of Financial Support for Rural Industrial Integration Development——Take Chongqing as an example

基于重庆2006—2015年的时间序列数据,运用耦合协调模型实证研究了重庆金融支持农村产业融合的现状及存在的问题。实证结果表明,重庆“金融支持—农村产业融合发展”两系统10年间一直处于高水平耦合状态,协调属性逐渐强化,但总体水平不高。在支持农村产业融合发展中,重庆金融配合政策部门协同发力,银行是主力军,证券和保险资金初步涉入,风险担保机制逐步建立;但也存在政策保障不完善、要素约束、间接融资不足、直接融资渠道狭窄、保险层次粗浅等问题。需要进一步健全金融支持政策、激活金融服务要素、增加间接信贷投放、拓宽直接融资渠道、完善农业保险制度。

Based on the time series data of Chongqing from 2006 to 2015,this paper empirically uses a coupled coordination model to study the status quo of financial support for rural industrial integration in Chongqing and finds out the problems.The empirical results show that the two systems of “financial support-integration of rural industries” in Chongqing have maintained a high level of coupling for 10 years,and a relatively low but gradually strengthened level of coordination.In order to support the development of rural industrial integration,financial institutions in Chongqing cooperate with the government,including the main force bank,the securities and insurance,and the guarantee institutions;However,there are still some problems in financial support such as imperfect policy guarantee,limited factors,insufficient indirect financing,narrow direct financing channels,and shallow insurance levels.We need to further perfect the financial support policy,activate financial service factors,increase indirect credit placement,expand direct financing channels and consummate the agricultural insurance system.
