黄河上中游水土保持改革开放40年实践与启示

Practice and Enlightenment on 40 Years of Soil and Water Conservation Reform and Opening of the Upper and Middle Yellow River

黄土高原最大的环境问题是水土流失,治理水土流失、保护和建设良好生态环境是黄河上中游地区可持续发展的前提和基础,是保证黄河安澜的治本之策。改革开放40年来,黄河上中游地区在水土保持生态建设方面进行了不懈的探索和实践,取得了显著成效,获得了宝贵的经验。结合新时代新任务新要求,提出了黄河上中游水土保持工作的新思路。

The biggest environmental issue of the Loess Plateau is soil and water loss. Soil and water loss control,protecting and building a good ecological environment are the premise and basis for the sustainable development of the upper and middle reaches area of the Yellow River and also are the fundamental solution for ensuring the security of the Yellow River. Since the reform and opening for 40 years,in the upper and middle reaches area of the Yellow River,we has achieved remarkable effect on soil and water conservation ecological building and obtained valuable experience through unremitting efforts and practice. The paper put forward new ideas on soil and water conservation for the upper and middle Yellow River combining with new tasks and new requirements in the new era.
