2018年是中国改革开放40年,水土保持与国家改革发展同呼吸、共发展,在各个历史时期,为解决山丘区群众的温饱问题、发展山区经济作出了贡献;开创了以户承包治理的新机制,加快了水土流失治理步伐;创新出拍卖、租赁、股份合作等新做法,为水土流失治理增添了动力;随着工业化、城市化进程的加快,开拓了水土保持监督管理新领域,减轻了人为水土流失危害;国家进行了大规模生态建设,强化了规划、标准等基础工作,规范了项目建设和管理,提高了工程效益;进入生态文明建设新时代,全面提升了水土流失防治的战略地位。

2018 is 40 years of the reform and opening in China and the soil and water conservation shares the same fate with the national reform and opening. In order to solve the problem of basic food and clothing for the masses in mountainous areas and develop mountainous economy, it has made contributions in each historical period. It has created a new mechanism of household contract management and accelerated the pace of treatment. It has created new approaches of auction, lease and share cooperation, which has added new driving force for soil and water loss control. Along with the acceleration of the process of industrialization and urbanization, it has opened up new fields of soil and water conservation monitoring and supervision for preventing effects and hazards of man-made soil and water loss. It has strengthened the foundation work of planning and criterion, standardized project construction and management and increased project benefits during large-scale ecological construction in China. It has fully enhanced the strategic position of soil and water loss prevention and control as entering a new era of ecological civilization building.
