云南省大型仪器设备开放共享平台现状及优化建议

Current Situation and Optimization Suggestions of Open-sharing Platform for Large-scale Instruments and Equipment in Yunnan Province

为深入实施创新驱动战略,促进科技资源优化配置和高效利用,建立大型科研仪器设备开放共享已经成为时代的主旋律。通过现状分析,发现云南省地方财政科学技术支出处于全国下游水平、高校教学科研能力整体偏低、大型科研仪器设备和入网单位州市分布不均衡、仪器设备应用领域与云南省重点发展的八大产业不相适应等问题。现以云南分析测试中心为例,研究分析了加入平台以后存在人员短缺、协调机制不完善,激励力度不够等三方面的问题和解决方案。从丰富共享平台的科技资源内容、新增科技资源需契合国家和云南省重点发展领域、加大宣传力度、创新机制等角度提出优化建议,以提高云南省开放共享平台利用效率,节约财政支出,为云南省跨越式发展提供强有力的科技支撑。

To deepen the implementation of innovation-driven strategies, promote the optimal allocation and make efficiently use of scientific and technological resources, the establishment of opening and sharing of large-scale scientific instruments and equipment has become the main theme of the era. Through the situation analysis, it is found that Yunnan's local financial expenditures for science and technology are at the lower level, the overall capacity of teaching and research in colleges and universities is low, the distribution of large-scale scientific research instruments and the organization joining the platform unit is not balanced, and the application fields of instruments and equipment are inconsistent with the eight major industries in Yunnan Province. Taking the case of the Yunnan Analysis and Testing Center as a case, after joining the platform, three issues and solutions corresponding to staff shortages, incomplete coordination mechanisms and insufficient incentives have been discussed. The article proposes optimization proposals from the perspectives of enriching the sharing of scientific and technological resources of the platform, adding new scientific and technological resources to meet the key development areas of the country and Yunnan Province, increasing the intensity of propaganda, and innovating mechanisms to increase utilization efficiency of the large scientific research equipment in Yunnan Province, to reduce fiscal expenditures and provide powerful technical support for the leap-forward development of Yunnan Province.
