资信评估理论在武器装备项目管理中的应用研究

Study on the Application of Theory of Credit Evaluation in the Project Management of Weapons and Equipment

针对武器装备科研项目管理的特殊性,提出武器装备项目资信评估的概念。运用资信评估理论建立武器装备科研项目的资信评估模型,对项目研制结束后的资信等级进行界定,以解决重大装备项目中存在的拖计划、降指标、超经费等信用问题,并间接影射武器装备承制方的信用,有利于规避"钓鱼"信用风险。最后运用实例进行演示,说明该方法可行,并提出相关建议对策。

In view of the particularity of the management of weapons and equipment research projects, the concept of credit evaluation for weapons and equipment projects is proposed. The credit evaluation theory is used to establish a credit evaluation model for weapons and equipment research projects to define the credit rating after the project is completed, in order to solve the credit problems such as drag plans, down indicators, and super funds in major equipment projects, and can indirectly reflect the credit of the weapons and equipment contractor, which is conducive to avoiding the risk of "phishing" credit. Finally, an example is given to demonstrate that the method is feasible and propose relevant countermeasures.
