再论历任蒙藏委员会委员长之遴选

Re-discussion on the Selections for Chief of the Commission for Mongolian and Tibetan Affairs

作为国民政府蒙藏等边疆事务管理的中枢机关,蒙藏委员会一直是近代藏族史研究中一个重大课题,且成绩斐然。不过,学界对于历任蒙藏委员会委员长的关注则明显更少,尤其是历任委员长的遴选原因与过程,关系到国民政府蒙藏政策乃至整个边疆政策的制定与实施。故本文在前人研究的基础上,结合在台湾地区"国史馆"、"国家图书馆"、中国国民党党史馆等所查阅的若干新资料,拟对历任蒙藏委员会委员长的任职原因与过程作进一步的梳理,以期引起对该问题的深入探讨。

The nationalist government established the Mongolian and Tibetan Affairs Commission (MTAC) to exercise administrative jurisdiction of Tibet, which has been an important subject in the study of Tibetan history in modern times; and many remarkable achievements have been achieved, too. However, the academics pay less attention to the successive chiefs of MTAC, in particular, the reasons and process of selection for chiefs related to the formulation and implementation of the Mongolian and Tibetan policies and even the whole frontier policies of the national government are less highlighted. Therefore, based on the previous studies and combined with some new materials from the libraries in Taiwan, China, such as "National Archives","National Library", and the History Library of KMT, etc., this article intends to make a further analysis of the reasons and process of previous chiefs of MTAC, in order to bring about an in-depth discussion on this issue.
