我国粮食安全政府监管水平的提升对策

On Countermeasures for Promotion of Government Regulation of Food Security in China

构建科学合理的粮食安全政府监管体制,是确保我国粮食安全的重要法宝。粮食安全政府监管应以提升粮食产量和质量、优化粮食价格保障自给率、合理消化粮食库存和建立粮食安全应急预警系统为责任目标。我国粮食安全政府监管存在立法规范、监管实施及责任追究等方面的问题,应当通过健全粮食安全政府监管法律体系、引入监管效应评估制度、建立健全粮食安全预警应急系统、落实粮食安全省长负责制及完善粮食安全监管责任追究机制等途径予以提升。

Construction of a scientific and reasonable government regulatory system for food security represents a magic key for ensuring food security in China. The government regulation of food security aims at increase of food production and quality, optimiration of self-sufficiency in food price protection, rational consumption of grain stocks and establishment of an early warning emergency system for food security. The government regulation of food security in China still witnesses some problems in legislation regulation, supervision implementation and accountability.Accordingly, the government regulation of food security in China needs to be improved through development of a sound legal system for government regulation of food security, introduction of assessment system for supervision effects, establishment of a sound early warning emergency system for food security, implementation of the provincial governor responsibility system for food security and improvement of supervision accountability mechanism for food security.
