长江江苏段饮用水源地环境管理提升路径研究

Study on Environmental Management Improvement Path of Drinking Water Sources in Jiangsu Section of Yangtze River

长江江苏段饮用水水源地关系着全省近80%人口的饮用水安全,然而,江苏省长江沿岸地区人口密集、经济活动强度大、环境污染事故时有发生,导致长江江苏段饮用水水源地面临着污染物累积性和突发性水环境事件污染的双重风险。阐述了长江江苏段饮用水源地的环境管理现状,展示了环境管理方面已做出的努力;分析了长江江苏段饮用水源地环境管理存在的问题和面临的挑战;最后,从加强环境风险管控、提升环境监测能力、优化环境管理绩效评价体系3个方面对长江江苏段饮用水水源地环境管理工作提出意见和建议。

The drinking water sources of the jiangsu section of the Yangtze river are related to the safety of drinking water for nearly 80% of the population in the province. However, the water sources of the jiangsu section of the Yangtze river are faced with the double risk of pollutant accumulation and accidental water environmental pollution due to the frequent occurrence of population density, economic activity intensity and environmental pollution accidents along the Yangtze river in jiangsu province. The article summarized the current status of the environmental management of the Yangtze river in jiangsu province, and shows the effort of environmental management. The author discuss the problems and challenges faced by environmental management of the Yangtze river in jiangsu province.Finally, the article propose the path of environmental management improvement in the context of strengthening environmental risk management, improving environmental monitoring, optimizing the environmental management performance review system, and so on.
