网络情绪的多元协同治理

Multivariate Collaborative Governance of Network Emotion

无论从治理理论历史演进的角度来看,还是从当代社会舆论生态变化的视域来关照,"网络情绪治理"都是一个值得重视的新议题。在推进国家治理体系和治理能力现代化的进程中,网络情绪治理应该形成以政府为主导、媒体和企业等社会组织协同配合、公民广泛参与的网络化、多层次、协作性治理格局。当前的网络情绪治理尤其应该注重突发事件的信息公开、意见领袖的情绪疏导、网络谣言的澄清说明、网民心理的干预和社会正向情绪的培植。

From the perspective of the evolution of governance theory and the ecological change of contemporary public opinion“governance of network emotion”is a new worthy of attention.In the process of promoting the modernization of national governance system and governance capacity,we should construct a networked,multi-level and collaborative governance structure which is coordinated by the government,the media,the enterprises and other social organizations together with the general public.The current emotional governance in the cyberspace should emphasize the information disclosure in crisis incidents,emotional guidance of opinion leader;clarification and explanation of the network rumors,emotional guidance of the community,the psychological intervention of netizens and the cultivation of positive social emotions.
