修订后的《甘孜藏族自治州自治条例》评析及完善建议

The Analysis and Suggestions of The Revised Autonomy Regulations of Garze Tibetan Autonomous Prefecture

我国民族自治地方享有制定自治条例、行使自治权的独特法律地位,民族地方自治条例是《中华人民共和国民族区域自治法》的重要配套立法。在相关上位法修订的背景下,2001年始自治条例出现了大规模修订潮。本文分析了《甘孜藏族自治州自治条例》的修订情况、所带来的社会经济效益,以及针对条例存在不足之处提出完善建议。

China's national autonomous areas enjoy the unique legal status of enacting autonomous regulations and exercising autonomy. The regulations on ethnic local autonomy are important supporting legislations of the Law on Regional Ethnic Autonomy of the People's Republic of China . In the context of the revision of the relevant superior law, since 2001, there has been a large-scale revision of the autonomous regulations. This paper analyzes the revision of the Garze Tibetan Autonomous Prefecture Autonomy Regulations, the social and economic benefits brought about by it, and the inadequacies of the regulations, and puts forward suggestions for improvement.
