“相互妥协”或“相得益彰”?——反思高校智库与学科发展的关系 被引量:20

摘要 文章旨在分析高校智库与学科发展之间的复杂关系,并就新型高校智库建设如何更好地服务于学科发展与创新提出路径设想。研究发现,一流高校智库并非都有优势学科作为支撑,高校智库与优势学科之间存在非线性关系;我国在建设高校智库中存在高校内部"学科依赖"和政府治理"学科偏离"并存的矛盾现象。高校智库需要在知识生产、知识组织和管理、知识传播等环节服务于学科价值链的创新,将自身打造成高校学科发展中最具活力的一支力量。政府部门需要完善与学科相关的政策:一是定期修订学科专业分类标准,以促进学科更好地发挥社会服务功能,更好地引领高校智库建设;二是在智库评估中明确与学科相关的指标,促使学科发展与智库建设相得益彰。 This paper explores nonlinear relationship between university think tanks and discipline development, and makes suggestions to better serve subject development and innovation in new university think tank construction.It finds that first-class university think tanks are not always supported by dominant disciplines,and their relationship is non-linear;there is a contradiction between"discipline dependence" and"discipline deviation" in the construction of university think tanks in China.University think tanks should innovate knowledge value chains by contributing knowledge production,organization, management and diffusion,and to become one of the most dynamic forces in university discipline development.Governments should improve discipline-related policies:to regularly revise classification standards of disciplines and specialties to promote them to better serve the society and lead university think tank construction;to identify discipline-related indicators in university think tank evaluation, so as to promote discipline development and think tank construction to complement each other.
