摘要
我国为了加快履行国际碳减排承诺必须要进一步完善碳交易机制的设计工作。碳交易机制的设计要体现层次性,文章从中央政府、地方政府、行业协会、企业以及个人五个层面来分析碳交易机制设计问题,进而从绿色全产业链的视角提出要在全产业链中成立企业碳减排联盟、准确认定企业碳排放水平并体现不同区域碳排放水平的差异来促进碳交易机制设计工作的开展。
In order to accelerate the implementation of international carbon emission reduction commitments, China must further improve the design of carbon trading mechanism. Carbon trading mechanism design should be hierarchical. This paper analyzes the carbon trading mechanism design problems from five levels, namely the central government, local government, industry associations, enterprises and individuals. To improve the design of carbon trading mechanism, three suggestions have been put forward from the view point of the green whole industry chain: establish a carbon emission reduction coalition; determine the carbon emission level of enterprises; and find out the differences in carbon emission among different areas.
