“一带一路”建设与中国自贸区战略协同对接的思考

Thoughts on Docking the Belt and Road Construction and Chinese FTA Strategy

自贸区与"一带一路"建设都是我国新时期构建全方位对外开放新格局的重要内容,二者之间存在较强的协同性。自2013年启动以来,自贸区对接"一带一路"建设,在国际贸易、对外投资、基础设施互联互通、金融开放等多个领域积累了丰富的经验,也取得了较为明显的成果。但是,各个自贸区之间缺乏有效的统筹协调机制,自贸区对接"一带一路"物流体系不完善,部分"一带一路"沿线国家通关手续繁琐、效率低下,金融业服务能力不足等问题仍然存在。对此,需对自贸区参与"一带一路"建设进行统筹协调,完善自贸区对接"一带一路"物流体系建设,提升自贸区与"一带一路"沿线国家贸易便利化合作水平,以自贸区为依托,加强跨域金融合作。

The construction of FTA and the Belt and Road are important contents of constructing a new pattern of all-round opening of the new period of our country. There is a strong synergy between the two. Since 2013, FTA docking the Belt and Road construction has accumulated rich experience and made distinguished achievements in the fields of international trade, foreign investment, infrastructure interoperability, financial openness and so on. However, there are still problems. It lacks effective coordination mechanisms between different FTAs; the logistics system of FTA docking the Belt and Road is not perfect; customs procedures are cumbersome and inefficient; financial services are insufficient in some countries along the Belt and Road. Thus, it is necessary to coordinate the FTA to participate in the Belt and Road construction, perfect the logistics system construction of FTA docking the Belt and Road construction, improve the trade facilitation level between FTA and the countries along the Belt and Road, and strengthen inter regional financial cooperation relying on the FTA.
