An overview of the technical policies on coal industry at the beginning of new China

为了适应优先发展重工业的需要,建国初煤炭行业领域以国营煤炭企业为主要依托,以指令性计划为主要手段,以千方百计增加煤炭产量为首要目标,实施了技术改造、技术人才培养、技术引进,以及编制煤炭技术规划等一系列技术政策,初步改变了我国煤炭工业落后的技术面貌,缩小了与世界先进水平的差距,培养和锻造了一批煤炭技术人才,并形成了独立的煤炭工业技术体系的雏形。

At the beginning of the founding of China,the coal industry was mainly supported by state-owned coal enterprises and directed by mandatory plans,with coal production as the primary goal.In order to meet the needs of the priority development of heavy industry,the coal industry put into effect a series of policies such as technical transformation,technical talent training,technology introduction and coal technology planning.These policies changed the backward technology in coal industry,narrowed the gap with the advanced world level,and trained a number of coal technical talents,forming the rudiment of the independent technology system of coal industry.
