基本养老保险全国统筹是建设更加公正的养老保险制度的客观需要。随着人口老龄化程度的加深、跨省人口流动规模的日益扩大,基本养老保险基金出现省际间不平衡问题,这就要加快基本养老保险基金的全国统筹,推动基本养老保险制度可持续的平稳运行。但是,基本养老保险全国统筹面临着建设使命、统筹任务、收支平衡以及信息技术支撑等众多因素的挑战。这就要扎实推进养老保险制度的整合建设,加强对基本养老保险全国统筹的监管,解决养老保险基金收支不平衡问题,为基本养老保险全国统筹扫清制度障碍、筹资障碍以及技术障碍,推进基本养老保险全国统筹目标的实现。

The national co-ordination of basic endowment insurance is the necessity to build a more just endowment insurance system. With the deepening of aging and the large-scale trans-province population flow, the basic endowment insurance funds has experienced the problem of trans-provincial imbalance, which will accelerate the national co-ordination of basic endowment insurance funds and promote the sustainable and stable operation of the system. However, the national co-ordination of basic endowment insurance faces the challenges of the mission of fairness construction, the task of co-ordination, the balance of payments and the support of information technology. In order to clear up the system, financing and technical obstacle, and promote the realization of the goal for national co-ordination of basic endowment insurance, we need to integrate construction of basic endowment insurance system, strenthen supervision of national co-ordination of basic endowment insurance and the resolve payments imbalance problem.
