县域金融支持乡村振兴的实践与思考——以吉林省东丰县为例

Practice and Consideration of County Finance Supporting Rural Revitalization——Take Dongfeng County of Jilin Province as an example

2017年10月,十九大报告首提乡村振兴战略,2018年2月4日,中央一号文件对实施乡村振兴战略进行了全面部署,并提出了三个阶段的战略实施目标。本文以吉林省东丰县作为实践研究主体,选取4家涉农金融机构、296个助农取款服务点、78家现代农业生产经营主体、4495户建档立卡贫困户作为样本数据,从县域金融支持乡村振兴的措施、产生的政策效应入手,研究亟需解决的问题并提出相应的建议。

In October 2017,the Nineteenth National Congress first mentioned the strategy of rural revitalization. On February 4,2018,the Central Committee No. 1 issued a comprehensive plan for the implementation of the strategy of rural revitalization,and put forward three stages of strategic implementation objectives. Taking Dongfeng County of Jilin Province as the main body of practical research,this paper selects four agricultural financial institutions,296 service points for withdrawing money from farmers,78 main bodies of modern agricultural production and operation,and 4495 poor households with archives and cards as sample data,starting with the measures and policy effects of county financial support for rural revitalization,to study the urgent problems to be solved. The problems and corresponding suggestions are put forward.
