The Influence of Diversified Sources of University Funding on University Governance and Adjustment

2015年12月《高等教育法》对大学经费来源多元化进行修改,进一步深化了大学市场本位制度,对大学治理提出了新的要求:一方面,政府应改变对大学传统管理方式和手段,通过制定教育标准、健全教育督导和教育评估,以加强对大学质量的监管以及绩效的评估,另一方面随着社会和市场对大学的介入加深,大学自主性进一步增强。与此同时,市场和社会也可能蚕食大学自治,大学对市场和社会依赖将会加深,弱化学术自由,为此大学的治理结构要因应大学经费来源多元化对大学治理的影响,既要利用修法的契机,推动大学自治,也要维护大学自治,保障学术自由。

In the December 2015 amendments to the "higher education law", the university diversified funding sources was modified, which further deepen the college market standard system and put forward new requirements for University Governance: on the one hand, the government should change the traditional university management methods and means to strengthen quality supervision and performance evaluation through adopting education standards, education supervision and education evaluation; on the other hand, with involvement of the society and market into university deepening, the autonomy of the university can be further enhanced . At the same time, the market and society may erode the autonomy of the university, the university will deepen dependency on market and society and academic freedom may be weakened. The governance structure of universities should adapt to the influence of the diversified sources of university funds on the governance of universities. It is necessary to promote the autonomy of universities by taking advantage of the opportunity of amending the law, but also to safeguard the autonomy of universities and protect academic freedom.
